That's a crack pipe. So he's either doing crack or meth. Occasionally we used this to hot rail meth, but the screen makes it look he's definitely doing crack

Good luck to your friend, it’s sad path... just support her & when she confronts him don’t let her be alone because if he is using, he could be very irrational or angry. 
I suggest not really touching it or transporting it. There is residue left on it and could trigger a search dog or cause an arrest for paraphernalia.
