It is CHEATING, this is a form of emotional cheating because he is putting himself out there as if he is available.

Honestly if this was me and my bf I couldn’t deal with that .. 2 and a half years you both should have mutual respect, if he was in a bad place you should be the first person he should chat to ! Plus he decided it when you wasn’t around ( outa sight outa mind ) I would class it as cheating .. he clearly had a thought of cheating !! And for someone cares/loves you it wouldn’t enter his head

I don't think it's necessarily cheating but it's obviously crossing a line and it's upsetting to you. 
Maybe discuss with him what would be better coping strategies if he ever finds himself having doubts again.

I don't think it's cheating (and I personally think flirting can be cheating) but he was considering it, and that needs to be addressed. There are some very serious cracks in the foundation of your relationship, and I guarantee if you don't find and fix them now, the relationship will end.
First, decide whether you personally want the relationship to continue. Really, truly. If you do, try set aside your anger and approach it calmly. Let him know you understand he has been unhappy, and you want to fix that. Let him know you feel hurt and betrayed that it went that far, but you're grateful he was honest with you so you can both work on fixing whatever is wrong. Then do some exploratory surgery on the relationship (so to speak).
If he will not address these issues with you--an apology needs to be made on his side, absolutely, and you both need to seriously analyze what's going on--you can't save the relationship.
Respect and communication are KEY. If he won't do a pre-mortem examination on the relationship, you're both going to end up doing a post-mortem.
