Yes, it is. I’ve read that surge sometimes last only few hours and it’s easy to miss it on OPKs. That’s what happened to me last time. My OPKs never picked it up and now I’m 16 weeks pregnant :)

So you have a long cycle? You should start testing around cd 12 if you have a typical 28 day cycle. I have a longer cycle around 32 days and would ovulate around cd 18. When you test in the evening you need to do a 4hr hold with limited liquid intake. I would stop going pee and drinking at noon and wait until 6 to test.

I feel like there is a lot of room for error on the opks since you're trying to catch the hormones at the right time plus not have your urine be too diluted. Maybe you drank too much water and the hormones just wasn't as strong? Or you missed the positive?
