Can’t use condoms???

Is it true men that are uncircumcised can’t use condoms? I can’t believe I’m asking such a stupid question, never been with an uncircumcised man, but my friend is hooking up with one. She’s possibly worried about pregnancy and says they’re relying on her birth control as he “can’t” use condoms because he’s uncircumcised. Doesn’t sound right to me and I’ve never heard of this so...?
