To cold for baby

What temp would you say is to cold to take a 3 month out in? Or is she to little...we are supposed to get some snow this weekend and it would be her first snow...she has multiple snow suits that she won’t even eat if I don’t take her out...but is she to little...I obviously won’t be out for that long maybe maybe 10 minutes (just enough to get some pictures) I also hate it when people buy her clothes and she doesn’t even wear them. So I’m tempted to bundle her all up just for a few pictures and then bring her back in. Thoughts?
