Having safe sex with HSV 2

So how do people have safe sex with genital herpes? I know you should avoid it if you’re having a outbreak but then some sources say you can still give it to someone without a outbreak.

Im not gonna lie im not comfortable with telling every potential partner about what I have, which is why I just wanna avoid sex all together, because I know it would be fucked up for me to not tell them.
