4 we old baby won't go to sleep/stay asleep

I am getting to my wits end. My 4 week old has basically not slept all day. She often has days where it is harder to get her to settle and sleep, but this day takes the cake. She fusses but is easily soothed. I went through the list (about 10 times now it seems). She is fed, burped, has a clean diaper, and doesn't seem gassy. She had a poopy diaper today so not constipated. During the day we played but now it is night and I hate to encourage playing at night.

I have rocked/jiggled her to sleep, use white noise, swaddled her, walked with her until she fell asleep (got in maybe 30 mins of sleep)...

For the first several hours she would wake up once I put her in her bassinet. So finally this evening I figured I would get her to sleep in my arms and try to keep her asleep for a good hour before putting her in her bassinet, to make sure she was good and asleep. But she won't stay asleep in my arms either.

She just will suddenly wake up, open her eyes, and look at me without even fussing.

I am sure she is 'over tired' at this point, but I don't know what else to do.she is formula fed, in case that makes a difference to anyone.

Also, I have her laying in her bassinet now to see if she will soothe herself to sleep. But after 20 to 30 minutes I may pick her back up. I personally thing 4 weeks is too early to let her 'cry it out'.

Honestly at this point I wish I could give her some sleep meds to knock her out! It is like torture feeling like she will never sleep again!

Any ideas on what I am missing? For the most part she is a good sleeper, especially at night. And will sleep for 2 to 4 hours at a time. I hope she gets back to her regular sleeping after tonight!
