Baby acne or something else?

My 2month old lo has this stuff on both of her cheeks is this baby acne or something more

My little one's face looked like that. At first the doctor said it was baby acne at her 1 month appointment, but it got worse and now the doctor says eczema. We're treating with vasoline. 
She also has cradle cap. We're using baby oil for that AND we have either a rash or eczema in the folds of her neck. I feel so badly for my poor muffin.
