Need advice

So ive know this guy for awhile now and he’s showed interest before but he was honest with me and told me he wasn’t ready to be serious so we were just friends and then he dated a girl who cheated on him and then he started talking to me and he’s so confusing!! Like he will message me and talk to me like he’s interested and all this stuff and then he will either not talk to me for days or even weeks and if I message him sometimes he’ll answer and only answer me with short answers like Ya or if I send a selfie he’ll send the 😍😍 emoji and I’ll say thank you! And then he leaves me on read?! So I just leave it be and leave him be and then recently he messages me and says he wants hang out and calling me babe but when I ask when do you wanna hang out he conveniently is busy and back to the one worded answers so I’ve decided I’m ready to move on I’m done with the silly games and i need to know how to tell him because i know if I don’t word it right he’ll say something basically anything and I will be pulled right back into his stupid games.
