Call animal services?

My friends neighbors dog is tied out, all the time. His water is frozen in the winter and evaporated in the summer, sometimes he has food in a tin foil pan, his lead isn't long enough to seek shelter and he has no dog house, he barks all the time... My friend won't call but I feel like he's suffering... I'm fine with dogs living outside but these conditions amount to neglect....

If you ever have a feeling an animal is being neglected or abused, always call about it. Worse cause scenario you’re right and that animal gets the help it deserves. 
We must be the voices that animals don’t have.

Oh god yes please call. I'm one of those people that would go over there and rip the owners a new asshole. Of course this is neglect and abuse, that dog does not deserve to live like that.

I would. I understand some dogs can survive well outside but most domesticated pets need the warmth.

I work with rescued animals and saving animals from neglect and this is a good case. In some states, animals can not be left outside above or under a certain temperature in Winter and Summer. Laws also doesn’t matter if the dog is “made” for cold weather. 
So, yes call.
