when’s the right time to say I love you?

I’ve liked this guy for about a year now and he’s my been my best friend for over a year and a half and we had a rough patch but I always knew I was falling in love with him. We’re finally dating and I always have to bite my tongue before I say it. We talked for about 3 months and now been dating for almost 1 month but I’ve known I loved him for a long time I just don’t know when the right time to say it is. Especially if I want the same feeling in return.
