Depends where in the world you are. In my country you need both because if you want to vote, you need to present your ID (they don't accept drivers licence).

You can have both, or just the DL. It doesn't hurt to have both, especially since some states will confiscate a DL when certain road incidents occur. You still need to have a government photo identification, just in case. It's not necessary, but there's nothing wrong with being overly prepared.
