Also, my full opinion on this. 
In this 40 something second video the man made motions and the woman pulled her son to her and then patted his back and he then continued to hit the man with the cart. It was only in the remaining 6 or so seconds that the man poured what seems to be milk on the child's head.

I, without a doubt, think that the man should have done SOMETHING if the woman refused to pull her child back. 
As far as I read, the child did not have autism or any form of disorder. However I don't fully blame the kid, I mostly hold disdain for the mother. Staged or not, it was evident that her son was repeatedly and purposefully bashing the man with the cart, and if anyone has caught their heel or leg on those things, they hurt.

As for my hypothetical children and what I would do. I'd tug them back. If they continued I would probably swat them on the bum (I was swatted for bad behavior, let's not shame me for my hypothetical child😉). If the one swat didn't seal the deal I would remove my child from the situation and give a stern time out and talking to, or hand them to their father to be brought to the car and reprimanded how the father sees fit (within reason).

Maybe dumping milk on him wasn't the best move, but the mothers arrogance is astonishing. I would have moved and let the kid fly forward myself. Somehow doubt mom would have done anything but let him scream in the crowd of people... but hey, the kid learned something mom clearly isn't teaching -don't be a little prick.
