Why would someone receive official notification of someone else's death if they weren't related?

So my mom received notification that my biological father had died. They were never together, he was never on my birth certificate. I don't believe he was paying child support. So why? I don't remember who the letter was sent by, since I was 12 at the time, but it was government and official

It is true he died, I have the death certificate and I'm in contact with his family.

My mom has always said he was a bad person, and never told me anything else. His children, who he raised until he died, say the opposite. I'm fearing the worst and that perhaps she was raped and I was the result? He knew about me, but didn't tell his family, not even his partner of 12 years.

I don't believe there was a will, he took his own life in his early 30s. I'm now 24.
