Put baby/toddler or 10 year old in basement

So, here's the situation...

My SO and I have a house, we are working on finishing the basement. We have 3 boys, ages 16, 12 and 6 months (born in July). In September my niece came on live with us - this will be permanent.

Because our baby is so young, we moved the crib and changing table to our room and my niece has been using the nursery.

The plan was that once the basement is finished (should be by summer, if not sooner), that we'd create a temporary room for my niece and she'd use that until my 16 year old son moves out (he claims he's going to get an apartment with his best friend after he graduates (in about 2-1/2 years, though that could obviously change) and then she'd move into his room (which is next to where her make-shift bedroom would be).

My SO thinks we should put our baby in the basement when it's finished, so he'd be down there from about the age of 1 to 3 or 4 years old.

What would you do?
