I can’t orgasm

Me and my boyfriend have been together 15 months, he can’t make me orgasm and I can’t achieve it myself. I’m not interested in sex toys or the like I just want to know how? Why is it so hard? I feel like our sex life is going down hill (only on my side) because I’m not as satisfied as he is.
