Who is in the wrong? Bills/husband/wife

Going to be short and sweet:
 Husband and wives phone bill-100$
Husbands weekly check-750$
Wife BI-weekly check-225$
Husband mad I told him I don’t want to give him $40 this week for phone bill because he absolutely can afford it and I’m saving for baby. I’m pregnant with baby #2. 
Who’s wrong?
It’s metro pcs lol, super cheap phone company.

I think both of you because you guys can't seem to civilly discuss together how you guys are going to pay for bills and such and are raising a family together.

You both should be saving for baby, and you both should be paying bills. You need to have a talk about budgeting and finances.

You both are. Why don't you have the same bank account? Me and my husband dont look at "my money" and "his money" it's our money. And before we had the same bank account if one of us couldnt pay for something we did eat the bill because we knew if it happened vice versa the other one would pick it up.
Also I'm wondering where the hell you guys live to only live off that a month?!??! And survive?!?! Haha I guess that's california living problems for me....

In my personal opinion my marriage everything is shared ... what we make goes to us and our family ... I am not paying for any one thing and neither is he ... we pay for what we both have together

You are because it sounds like at some point in time you agreed on this budget, and now you're just randomly telling him that you don't want to do the share you agreed on 
Sit down, actually talk to him and see if you 2 can come up with a new budget/plan to pay things

You both should be saving from baby and you both should be contributing to expenses. Sit down and work out a plan. With such a gap in your income, maybe try the percentage approach. I can't remember the exact details (Google is your friend) but you each contribute a certain percentage of your income to household expenses so that everything is covered and then some. Whatever is leftover is yours to spend how you want.

Where the heck do you live on that income??? I know that’s now the point of the post. But how???
We make close to 5k a month combined and strongly feel that’s not enough for 1 kid let alone two....🤔🤔🤔 
Anyways....I read somewhere the 50/50 thing is BS. Especially if the incomes don’t match. I have found we use if we use one income for rent and bills etc and the other income for savings, pleasure, house stuff, pet stuff, groceries. Idk in the end everything is taken care of, and there is no passing bits of money back and forth like forty dollars.
