Should owners who let their animals wander, be fined?
To piggyback off the dog killing the cat post, should pet owners be fined (something along the lines of animal endangerment) for letting their animals wander? Such as having an indoor/outdoor cat, letting your dog just walk around the neighborhood, etc.
If the animal is able to be proven that it does indeed belong to said person of course.
