No I don’t think they should. We are all responsible for our own bodies. What someone else chooses to do with theirs, regardless of any marketing campaign or scheme. But if anyone needs to be held accountable its doctors.

Some people genuinely need them though. So we can't condemn the doctors without also affecting those that need them. Doctors worked refuse to give them out in fear of being sued so those that did need them and were responsible would now have to live very painful lives

How about something similar to what tobacco companies had to face: money paid annually to states to address the financial impact opioid addiction has had on the state, development of additional resources for those who have become addicted (rehab, education, etc), and creation of organization to educate the public on risks of opioid addiction.

As someone who works professionally in the field, what pharma execs did when peddling OxyContin was criminal, beyond a shadow of a doubt. They flooded the market with a pill that they claimed was “non-addictive” knowing full and well that it was, and then they aggressively incentivized and encouraged doctors to write prescriptions regardless of the presenting medical issue. 70-80% of current heroin users once had a legitimate prescription. The causation is undeniable. 
I support my state for pursuing legal action. We have spent BILLIONS of dollars in our tax money to manage this epidemic - healthcare costs, criminal justice, treatment expansion, etc. All the while a few execs were lining their pockets. And thousands of people are dead. 
From the poll results, I am frustrated with how often I see us (taxpayers and voters) supporting/defending big business and the like, against our own self interest. This is just one example. Take the article that came out today that details how expensive Trumps trips to Florida have been at the cost of taxpayers. But people don’t seem to be able to connect the dots that we’re the ones footing the bill. Utterly disgusting.

In the cases where they fraudulently reported their product was 'less addictive' than other opioids, yes. And for any other crime they committed financial, or coercive to doctors or offering kickbacks.
If no crimes occurred then no. If the doctors and patients were given accurate info and patients became addicted then it's no ones fault. It would be like knowing the risk of allergic reaction to penicillin, and then having a reaction. It wouldnt be the manufacturer fault.

Prison time is extreme. Fines? Sure. 
This is what I have to do to get the opioid I take for migraines. 
1) Go to my doctor. 
2) Go through tests to make sure I am not addicted.
3) Fill prescription within 24 hours of if being written or go through the whole process again.
4) Wait 3 days to pick it up, as many pharmacies now have a mandatory 3 day wait for the opioids to arrive as they aren't kept in stock.
The whole process takes a week as my doctor won't write the prescription until the tests are back.
