So I'm friends with this girl at work, and there's a guy in the company who is fairly friendly but is a bit flirty with her. He's got a girlfriend, so nothing has really happened exactly, but she feels like maybe he's making moves on her, but isn't sure.

He's always saying stuff like, "if you ever want to talk, I will always be there for you" and is always asking maybe a few too many questions and once they were chatting about how it was too bad that he had to wait around for a package that didn't arrive, but then he said "it's never a waste when I get to chat with you."

I think this is inappropriate for a man with a girlfriend. What do you think? For context, especially with the "I will always be there for you" comment, this is someone she's known casually. They've chatted and gone to happy hours with the rest of the office together, but he's not a close friend or anything.  Does this seem inappropriate to you?
