Don’t see anything on the top test and the bottom looks like an evap line. Blue dye is known for giving evaps. I just had both of my blue dye tests look like that (same brand) and I took two digitals that said not pregnant.

The top one look's negative and bottom look's like a " Evap", so Yes I would say they are both negative. If she still don't get Af, try to test again with Fmu in another day or two. Wouldn't look at them after time frame because can cause confusion.
