what to do with a nearly 2 year old that's refuses to feed themselves so you feed them but they also refuse that but constantly moaning all day for seemingly nothing ... pulling my hair out now had enough

They’ll eat when they’re hungry.

I have two 2y olds and the only time i feed them is if the are REALLY sick and i just want to get SOMETHING in them. Otherwise i serve the food and sit them down and most of the time they eat on their own. For whatever reason, if they do t want to eat, depending on the food, I’ll leave it there for a bit or I’ll put it away and bring it out when they ask for food. 
Best things you can do is reduce fluids (most tend to fill up on fluids before eating) and eliminate snack until you can get him on a good eating routine. Like someone else said, they will eat when they are hungry. At this point, its a battle of wills.
