Teething while breastfeeding

Has anyone had a baby that refuses to breastfeed while teething? My 3.5 month old will not breastfeed unless he’s absolutely starving. He pure cries and cries and goes through so much baby orajel and infants Tylenol. However, he will take a bottle. I cannot pump or hand express milk, my milk only comes out when nursing unfortunately. And I want to limit how much formula he gets; he gets supplemented since he was a preemie and had problems latching the first few weeks, so he could get all the extra calories he needed. Any advice is appreciated!!!
