What’s the answer? And why

Question

In my class we took a test on a bubble sheet meaning there was an answer to it... 
the question is : which is not considered a hate crime ? 
a. Burning down a white persons house
B. Burning down a black persons house
C. Burning down a Mexican persons house
D. Burning down a asians persons house
I put no answer for the question because I believe you can have hate crimes against any race or gender or religion

Soooo, that’s dumb.
Hate crimes can be for a whole host of reasons: religious, political, sexual orientation etc. I am from a predominantly white country, notorious for (white on white) hate crimes. 
And this is why the education system is failing America.

Anyone can face a hate crime. If it were solely on the basis of race, then it would be A. However hate crime can be against religious beliefs, sexuality, gender, age, and so on and so on. 
It’s just way to vague and a very shitty question in my opinion.

So, if each arson crime was based on the hatred of the home owners race, then it’s a hate crime.

There is no context to the question. If it were “burning down a Asian persons house because the offender had an issue with Asians, then that would be the answer. Racism and hate crimes can be against any race so without further context the answer could be all or none.
