Would you be upset?

My boyfriend has worked at a hotel chain since last summer. Everything has been great, or so we thought. Now they got evaluation forms which ranks the individual employees on different aspects of their work, such as work ethics, work performance, how they are as colleagues etc. The rankings are "As expected" "Okay" and "Not as expected". He got ranked as "Not as expected" on several things and no one has ever said anything to him before! He got really upset and thought it was really unfair, because how can you make changes if you don't know they're needed? He's really scared of being fired now. He ranked good on the work performance questions, okay and good on work ethics, but there was some points he didn't score very good. Would you also be upset if you got a paper from your boss where it said you weren't doing as expected if they had never ever said anything about it? Or is this a normal thing? I'm confused and worried because I've never encountered anything like this before. Could be a standard procedure because he works for a big company, but he works very closely with his boss, so I also think its very weird and unfair that they haven't talked to him before if there's any problems.
