Dates botched

I've talked to this guy for 7months and  we've never been on a date. He seems reliable responsible and has a great group of friends and family who love him. He has a job as a land surveyor and 30years old. We have tried at least 3-4 times of going out together and he always makes the plans but each time something came up and he never made it. I'm getting beyond frustrated but I like him and want to trust his reasons. Work, family , ect. He always apologized profusely and always makes plans to try again stating its not my fault he doesn't make it. But something has to give. Should I give up even though I feel like we could have a connection??
