Would it be weird to have our Marriage ceremony & reception in our apartment?

It's not a large apartment but enough for the 10-15 guests we would have. But we are trying to decide between two things. We are considering either having a civil ceremony at city hall then going back to our place for some light food like sandwiches, coffee, ect... or setting up a ceremony spot in our living room/balcony and having it all in one spot.

We are on a very tight budget so sadly most venue options are not available. Any parks & such in town cost alot to get a permit to have the wedding there, and our weather is not the best any time of year. It will be a September wedding.

Any advice is welcome!
