Possibly being induced...

I had my 36 week appointment today and the baby is measuring smaller (4lb 9oz) than he should be. She said he seems to be completely healthy, just a lot smaller than expected. I had to have a betamethasone injection and have to go back for another tomorrow. She also wants to discuss, then, what the plans are moving forward after that 2nd injection. She said she basically doesn't think he is benefitting from being on the inside anymore and would be better off out. Has anyone experienced anything like this? I am just worried that he is much smaller than he should be at this point.
