Pregnancy Symptoms and Normal Blood Hcg

I’ve been tracking my fertility with a monitor. Had an LH surge/peak fertility last Thursday on 2/21. Within the past two or so days, I’ve noticed abnormal tearfulness, unusual nausea and increased appetite, as well as intense cramping. I decided to do a blood hcg level today at 7dpo and it was <2. I am assuming these symptoms are related to an upswing in progesterone (although I am never this sensitive during a typical cycle). Is it possible I could still be pregnant and I tested too early? Or would a serum hcg be higher at this point?
