Weight measurement issues !

So I weigh 12 stone 9 and my waist measurement is 36 inches and my hips are 45 inches ...Is this bad ? I’m 17 I used to be nearly 15 stone a year ago but my body measurements srill seem really high and concerning.. I’ve been dieting mostly and just doing portion control but now I’m thinking I need to do something more like maybe weight lifting ? I also don’t want to use a waist trainer because I’ve read it damages your body and I’ve just always had big hips in general and I need to try and thin my waist down because it’s making me an awkward sizing for clothes. Could I get some advice if theres maybe certain workouts to train my waist and lose it naturally ? Sorry if the post was dumb I’m still learning how to lose weight properly when it come to workouts
