Help! My 8 month old is so fussy today.

I have fed him, changed him, changed his clothes (thought something on that maybe itching him), rocked him, driven around, and gave him different toys. He just keeps crying and crying. He doesn’t have a fever or any symptoms of being sick. He also doesn’t have any teeth coming in that I can tell. I have no idea what to do but I’m about to cry.
