Work Trip

I own a small company of 20 staff. I planned a work trip to Orlando (We are from Canada) for a week. I paid for all plane tickets and hotels for all my staff and their families. I am also paying for various activities and meals, but there will be some expenses that they will take on if they want to do other things with their family time.

I have encountered 2 problems:

1. Employee has decided to skip out of the whole week and basically using it as a free vacation to see her mother because she only saved $200 USD to go. Is this ok behavior?

2. A second employee thinks it's ok to have her two small children a 2 year and a 1 year old in backpack carriers at Disney World. If they do this they won't be going on any rides right? She insists they will go on the ride with the baby in the carrier strapped to her.
