My personal opinion is that it's mean.

my mom said it would be fun. So we did it to my 9 year old brother with out telling him. He got very mad and yelled at our mom for telling us to do it.

Me and my other brother, we both or 21 with our own kids and have already said we wouldn't do it to his 6 month old or my 2 year old because it's mean and we learned our lesson with doing it to the youngest sibling.
