Why is my kid’s skin like this in some spots (arms, hands, legs and feet)?

I thought maybe he’s cold but he’s warm touch and has a temp of 98.3

In babies it’s normal, though I had it in the hospital after my c section in my legs and was told it’s called muddling. It could be a sign of bad circulation. I’ve had it all my life but I do have a low resting heart rate and low blood pressure. They did refer me to a specialist but I’m not alarmed.

My sons hands did this to, usually an indication that they are cold but could also be nothing, my son had it for weeks and just went away and the doctor wasn’t worried about it
