HCG levels

I got my HCG levels back from last Friday (12DPO) & I had a level of 20. Is that normal? It seems awfully low.. I went back today (15DPO) and I get those results tomorrow.

Did anyone start with such a low HCG level & continue with a healthy pregnancy?
