How can I get rid of the bumpy skin on my arms?

I have had this ever since I was a child. It's mostly on my upper arm, around my shoulder area. If you don't know what I'm talking about, it's kind of like goose bumps, but it's there all the time.
I know there are lotions, like the goldbond rough and bumpy skin. Anyone know if this works? 
Also, I plan on getting a tattoo on my upper arm eventually. Will the bumps affect the tattoo?

You have KP. Exfoliate every day and then moisturize (I have it on my sides of my knee area)

Do you have a gluten allergy? My best friend has one but still eats gluten and this happens to her skin

I’ve got kp I’ve learned to just cope, nothing I do gets rid of the bumps. No matter how much diet change or exfoliating is done nothing helps it for me :(

Exfoliate! I had them on my upper arms as well. I was told to exfoliate my skin really good using a hard loofah, and be sure to moisturize afterwards. They eventually went away.
