Joe Biden: Creepy or Awkward?

Multiple people have come forward stating that Joe Biden has touched them inappropriately to the point that they felt uncomfortable, but believe he was well intentioned. It was clarified that the touching was not sexual in nature and they dont claim to have been sexually assaulted. One woman claimed he kissed the back of her head, another said that he rubbed noses with her.

So I wonder

Is Joe Biden creepy because of these actions (nose rubbing, long hugs, kiss on the head, etc) or is he awkward and possibly a product of another time?

What crosses the line from awkward to downright creepy? Either in a social setting or in a professional one. Are these actions ever acceptable?

The story makes me remember something that happened a few years ago. My MIL is foreign and not used to kiss on the cheek greetings and freaked out on someone for greeting her with a hug and a kiss on the cheek. Everyone else thought it was normal but she felt incredibly uncomfortable and thought he crossed the line. I just boiled it down to a cultural thing but now I'm rethinking it because of this.

Anyway, I'm really unsure to which side I lean but I will agree it is totally inappropriate. I am not sure how he didn't notice these people's obvious expressions of being uncomfortable or perhaps that nobody else was greeting people the same way as him. What are your thoughts? Do you think this will affect his presidential candidacy?
