Help please

I was changing my baby diaper and I noticed three small bumps and I was thinking it was a diaper rash so i put some cream on it and it kinda immediately Dried up and turned somewhat crusty in a way. What do you guys think it is? Sorry if it’s blurry she kept moving and I couldn’t focus it
