I think it depends. Who are you living with? My husband and I took 4 1/2 years to move in so that whole time living with my mom it was always her. Then moving in I put him. Now that we're married (many years later) it's still him. I put his mom as secondary because she lives in the same town. My mo loves really far.

Neither, my husband has an irregular work/sleep schedule, my family is too far away and his parents who live close are elderly, I put down my best friend, she's on the same schedule, lives near me and we work at the same place. I don't think your emergency contact is who you prefer but who would be most available and helpful in crisis
