My neighbors dog, who is a few months old, has recently been being locked outside on the balcony everyday & everynight. My window faces the balcony and my window is mostly always open so I could hear him (even right now) crying to get inside. Last night it was a storm and poured and thundered but they left the dog outside. Currently, he has been outside all morning and a lot recently these past weeks. The dog is tiny and has no food or water outside with him, and has been crying for atleast 2 hours now since I’ve gotten home around 1 and it’s now 3. You can tell he’s thirsty because he’s panting and his younger is out, but now it’s starting to drizzle. I feel really bad but the owners are pretty rude so I don’t want to go over and tell them how they should raise the dog and them give me attitude. What should I do? What would you guys do?

Definitely call, it sounds like neglect. You wouldn’t turn your back on a child being neglected so why would you turn your back on an innocent puppy

I couldn’t imagine doing nothing for an innocent animal when you have the power to do something, especially when an animal is being abused and neglected. That’s beyond it being annoying because it’s crying

I’m normally a person who would say mind your business. BUT if the dog is crying I’d call. Especially if it’s all the time like that too. That would drive me insane.

I would call only because of the no food or water.  Atleast then someone will check in to it. If nothing is wrong no harm done. if there is you might just save the dog's life.

Call animal.control and lodge a complaint. If it's possible for you to get some food and water to the dog, I would do. I have neighbors like this too. They'll let the dog in the house, but keep him on a chain (You can see the chain running back under the door). I used feed him and fill his water dish all the time. And I would let him through the fence. One of my friends offered to come over and steal him during the night to take him to a shelter, but I was scared to cause problems. Those neighbors are a little scary.
