HCG level

I just got confirmation from my OB that my HCG was positive for pregnancy, we did do the clomid & ovidrel, my Hcg level is 21. I’m about 3wks pregnancy, I have had some spotting for the last 3 days ( only when I wipe, and not all the time) And a pulling burning feeling in my right pelvic area. Is my HCG level to low to have a successful pregnancy??
