I took a rapid response FRER and it was negative. Am I out?

Two things, 9 dpo is too early. Rapid Response requires more hcg than digitalis by a lot. If you’re going to test before you’re expected period, use an early response test, not rapid response.

9dpo is very early. It takes the embryo 6-12 days just to get down to the uterus and implant. 9dpo is the most common date of implantation usually. Then it takes a couple more days for hcg to rise to a detectable number. 
Give it a couple more days and retest.

I got my BFP at 9-10 DPO. Don’t believe what everyone says that it’s “too early.” Every women is just different and their HCG levels are different. You’re not out til AF shows. So try again in a few days. Goodluck!
