Factors in deciding for adoption or IUI/IVF

My bf and I have a dire fertility prognosis and a decent amount of money saved up.
We've been going back and forth on treatment plans and love the idea of adoption but, of course, love and biology conspire to make us want our own kid first.
Here are the factors:
Low ovarian reserve and poor sperm quality
12% chance of success of <a href="https://glowing.com/glow-fertility-program">IUI</a>
No insurance for me. He has some.
The clock has BEEN ticking. 
We have the cash for a round of <a href="https://glowing.com/glow-fertility-program">IUI</a> but tend to think in terms of, like -- if we spend two grand on plane tickets, we definitely go to Europe. If we spend twenty grand on private adoption, we definitely get to raise a child.
If we spend two grand on <a href="https://glowing.com/glow-fertility-program">IUI</a>, it is very likely to be a lot of invasive work and failure. 
We are considering skipping fertility treatments altogether in favor of helping a baby or kid elsewhere in the world.
But of course are hesitant to give up before we start. 😉
Sometimes I think I should accept I might not want to risk the failure and move onto other options. Sometimes I think I just need a good, hearty, encouraging push to try. 
I could get insurance too with a little effort. I e been wavering on my options, obviously.
Does anyone have any advice or insight?
