So confused

Found out I was pregnant and started bleeding. No cramping, but a regular period. Doctor said it was a chemical pregnancy. My HCG was only at 13, and my levels should be down to zero today. Took a test and the line is brighter then ever. Anyone else have this issue? I feel like the line wouldn’t be this bright if my levels were going down.
