35 weeks and 1 cm dilated. Is this normal?

I’m 35 weeks today with a due date of June 5, 2019. Yesterday I went to the ER due to pain under my right rib. Today this has subsided and the doctor said it was just regular pain and nothing to worry about. She did say I was contracting (I didn’t feel this) and that I was 1 cm dilated. The baby is also low 😑 my fundal height is 32 cm but my baby is measuring 37 weeks. How can this even be? Shouldn’t my fundal height be 35 at least if he’s measuring 2 weeks ahead? Most importantly, does being dilated mean I’m heading to labor soon? I’m seeing my doctor tmrw but want some input in the mean time. Thank you in advance 😊
