27 weeks pregnant measuring 23% tile

Had my 27 week growth scan been having them monthly due to issues. She was always measuring small and this week she is at 23%tile has this happen to anyone else and gone on with a healthy baby and pregnancy?

My last pregnancy I had GD and he was larger side so this is new to me
