Keep finding raw chicken legs in my yard.

So this would be day 3 of waking up to my dog bringing me raw chicken legs. My boyfriend has walked through the yard and found several pieces and they definitely didn't come from us or out of our garbage the only logical thing I can think of is someone wants to hurt him! My dog is a German Shepherd puppy and he's the sweetest dog ever! He's never hurt anyone or been agressive, he listens well and he's so shy and sweet. I don't know why anyone would try to hurt him but idk what to do! This is crazy and breaks my heart. We have a neighbor we suspect but idk how to confront them! What do I do?!
