Was my teacher acting inappropriately? Should I report him?

Hey guys. So my freshman year of high school, I had a (male) science teacher who would confide in my a lot, ask about my personal life, check in with me a lot, if I was absent sent me ‘are you okay’ mails, etc. Once I showed a weird dislocated-finger thing I could do to the class and he emailed me a picture of him almost being able to do it from his dining table that night. Another time he exploded at me about how “shitty some of your classmates are” (I’m in an environment where teachers never, ever swear). He asked for my personal email a few times and called me in for 1-on-1 meetings all the time. Two years later, he’s tried to friend me on social media and I’ve declined a few times and a (black) classmate of mine broke down crying in rehearsal for our school play and told me that he (white) had said something pretty racist to her (“some of us are more like monkeys than others” while looking directly at her in front of the class). Do I report this stuff? He’s not my teacher anymore and his daughter also goes to my school, I don’t want to ruin her relationship or life. What do I do?
