I've always spoke normal to help them develop proper speech and pronunciation. 
Maybe in a bit higher friendly tone but not baby talk sounding.

Both. I speak more in a baby voice when we’re playing and in a normal voice when I’m just doing stuff and narrating lol. Or when I put her to sleep I talk normal and tell her how much beautiful she is, how much I love her, etc and it helps her fall asleep.
