Cluster feeding or human pacifier?

My baby can be on and off the boob and fuss and scream cry multiple times of the day. When she does get on she doesn't feed as though she is ravenous and just nibbles at the boob a bit. Then comes off and then cries and the cycle continues. Is she either
1 not getting enough milk and getting frustrated
2 using me as a pacifier
3 cluster feeding

Depending on how old she is most likely cluster feeding, it also stimulates more breastmilk when she’s just suckling she’s telling your boo or she need more milk cause she’s growing

Hey it must be super frustrating!since your baby just nibbles, shes probably falling asleep between sucking..gently stimulate her by rubbing ears,cheeks,feet or blowing gently on her face or anything gentle which will get her to restart suck swallow.She will get lazy again so u do it again.keep it up till u feel shes had a good amount of suck swallow in her .give her a break ,burp her and check if shes relaxed or still fidgety.if relaxed,place her down and go take a break for urself.If shes still fidgety,change your feeding side so she gets a fresh full boob which will let down more volume.

I'm having this same problem. It's so exhausting and frustrating. My baby is exactly 3 weeks old today. 😩

It could be a combo of the growth spurts/leaps as well.  They nurse a lot when they’re going through a leap

Dont let baby get agitated before you offer your breast.As soon as she starts rooting or fidgeting in her sleep,put her to your breast so shes calm when you both start.Believe me,the calmer she is ,the easier you will let down and easier will she feed.Its common for new borns to get sleepy/lazy after few sucks.I gently tug at my boob in a taking it out of her mouth motion so she snaps out of her sleep and starts to suck again.Best of luck and lemme know how it goes!
